ASECNA trains RVA controllers on the TOPSKY system

The first part of the training for the Democratic Republic of Congo RVA-Airport Administration controllers by ASECNA on the TOPSKY system came to an end on March 19, 2016 in Brazzaville. The training was conducted by the Congo ASECNA Representation.

The training was conducted following the RVA acquisition of air traffic visualization equipment that is similar to the ones deployed by ASECNA in Brazzaville. However the basic training was provided to the DRC controllers by Thales-Europe, the equipment supplier.

At the end of the initiation session, the RVA requested the expertise of ASECNA, especially the support from its Brazzaville-based Operational Centre that masters the tool, to conduct training for them so as to ensure the uptake of the visualization equipment.

The training was held as part of a memorandum signed between ASECNA and RVA in 2015. The memorandum aims at enhancing both entities’ policy to provide air navigation users with quality services that are in conformity with their States regulations and with the ICAO Standards And Recommended Practices (SARPs)
It defines a general cooperation framework in the area of civil aviation, which takes cognizance of the aspects of skills common to both RVA and ASECNA.
It was on this basis that the Congo-based ASECNA Representation worked out negotiations that resulted in an additional agreement to the training.

After a little over a month-old training, all the six controllers-instructors passed with success the evaluation and were declared fit to continue the process. A special distinction mark was attributed to three of them (two from Kinshasa and one from Lubumbashi), who excelled in the sound mastery of the tool and who also showed the capability and availability to transfer knowledge acquired.

The next agenda for the Congo-based ASECNA Representation is to tackle the second stage relative to on-site assistance for newly trained controllers, to show them how to assemble the two progressions of training simulation.
